Lame Duck Congress in Recess till December 4th- Ag Disaster on hold till then.

Efforts to get agricultural disaster aid passed in the lame-duck session of Congress apparently were pushed back until after Thanksgiving. Farm State Lawmakers had hoped to bring to the floor the Ag Appropriations measure and attach ag disaster aid to that measure. However, the Senate spent Thursday working on a measure dealing with nuclear energy and India and then adjourned last night until December 4th.

Oklahoma Senator Tom Coburn is a part of this mix, as the Senator has apparently readied up to 40 amendments to that measure in an effort to slow or end debate on the Ag Appropriations measure.

Besides a $4.9 billion ag disaster proposal that farm state lawmakers want to add to the Ag Appropriations bill, Erica McPherson of Oklahoma Farm Bureau let us know that they understand that Senator Pete Dominci hopes to attach S3681- the measure that would clarify that manure is not a hazardous waste material under the Superfund family of laws. She reports that both Senator Inhofe and Senator Coburn were supportive of this effort- and that Inhofe was prepared to make a statement on the floor as Committee Chairman of the authorizing Committee with jurisdiction over this issue. That, of course, is also now on hold until early December and both the Ag Disaster Aid as well as Manure Definition measures face uphill battles to make it through during this Lame Duck as Congress prepares to change hands in 2007.


LAGP signup ends Close of Business Monday- over a million animal units now signed up!

You have today and Monday to get your application in for a share of the $6.5 million that has been handed over to Oklahoma in the form of a Federal Block Grant to help livestock producers with forage needs because of the drought here in 2006.

You can get the form to apply with by going to our web site that is linked below. As of yesterday afternon, Jack Carson of the ODAFF reports that a total of 1,012,558 animal units in 8,302 applications have come into the Department to be considered for the program. The average number of animal units per application now is 121.9 animal units. Assuming we have another 200,000 animal units come in today and tomorrow- and that is likely more than what we will see come in- the amount of money to be paid per animal unit will be around $5.40- so an average application may see as much as $600 or so. That's all subject to final computations before the checks will be issued, probably in December.

Congrats to Wravenna Phipps of OSU!

Wravenna Phipps, a senior at Oklahoma State University, has received a $3000 scholarship from the National Association of Farm Broadcasters Foundation during this annual meeting of the NAFB that we are attending here in Kansas City.

Wravenna is working on a double major in Animal Science and Ag Communications. She is on track to graduate this coming May. I asked her what she is hoping to do- and it looks like she might end up working with one of the purebred livestock groups or perhaps even in the ag media arena. One thing is for sure- she is an impressive young lady and a great representative for OSU- even is she is from Nebraska.

Mary Kay sees tweaking of Farm Bill- but wholesale changes are unlikely.

Longtime lobbyist for the American Farm Bureau, Mary Kay Thatcher, says that while the White House may want to talk about big changes in the next farm bill, it's much more plausible to expect a minor amount of tweaking of current farm policy which will result in what we see for the 2007 farm law.

We also talked with her about Disaster Aid, Manure, Animal ID and more- and we have linked our full conversation with her on our website and that is available below.

We did about two dozen interviews during the Trade Talk festivities of the National Association of Farm Broadcasters convention that continues today. Later today, we hear from Colin Peterson, the expected new Chairman of the House Ag Committee. We'll have his thoughts to share with you on Monday.
