State Legislature Finishes Second Major Deadline Week- We Review the First Half of Session with Steve Thompson |
The final moments of the first half of the 2022 Oklahoma legislative session ticked down on Thursday- and as the second major deadline week wrapped up, Steve Thompson, Oklahoma Farm Bureau Vice President of Public Policy, talked with Oklahoma Farm Report's Ron Hays about the bills that did advance out of their originating chamber- and one significant one that did not.
Thompson says that the so called voucher bill for common education that was proposed by Senate President Pro Tem Greg Treat failed on a late night Wednesday vote 22-24. The bill that failed would have allowed parents to take a portion of the public money allocated for a student and use it for other educational choices outside of their home district. While the Senate leadership pushed hard for this bill- with the blessing of Governor Kevin Stitt- the Speaker of the House, Charles McCall, was not a fan and pledged the bill would not get a hearing in the House if it passed the Senate.
One issue that was perhaps the "story of the week" had to do with right of companies being able to run fiber optic cable on the poles of Electric Cooperatives without having to pay exorbitant rates to the Coops that might keep competitors out even as the Coop might not be willing to offer broadband to homes and businesses along their routes.
"There's been a discussion about if a telecommunications company seeks to use an Electric Coop pole to run fiber for broadband- how much should they have to pay to attach to their poles- because it doesn't make any sense for landowners to add new poles along the right of way so there has to be a mutually agreeable solution there." Thompson adds that it's important that Coops were adequately compensated but not allowing them to being able to stop other companies from using their poles by charging an unreasonable amount per pole.
A relatively new player in the rural broadband conversation- Hilliary Communications- pushed for a legislative solution- Thompson says "our friends at Hilliary Communications played a vital role in making that deal happen- and we are proud of the efforts they did- they were at the Capitol quite a bit this week." He says the compromise worked out will allow these telecommunication players to have the opportunity to provide service to rural residents with broadband they have not had in the past.

Wheat Industry Leader Don Schieber 25th Member of the Oklahoma Ag Hall of Fame |
Don Schieber is the 2022 winner of the Outstanding Achievement in Agriculture Award, which is the highest award given by the Governor of Oklahoma to honor distinguished Oklahoma agriculture producers. This prestigious award honors leaders in the agriculture industry who exemplify personal values, performance, and achievement.
Governor Kevin Stitt presented Schieber his award during the Oklahoma celebration of Ag Day on March 24th- after riding with the honoree in a mule drawn wagon up Lincoln Blvd to the front steps of the Oklahoma State Capitol.
Schieber is the 25th award winner and becomes the newest inductee into the Oklahoma Ag Hall of Fame. Ron and Don talk about his career in production agriculture- his work on behalf of wheat farmers with the Oklahoma Wheat Commission and US Wheat Associates that included traveling to 26 countries taking the Oklahoma wheat production story to buyers of wheat around the world. Don is a major supporter of the wheat breeding work of Dr. Brett Carver- having provided ground on his farm in Kay County for an OSU wheat Variety Field Plot for 17 years.
They also talk about his love of football- which took him onto the gridiron for fifty years as a football referee across Oklahoma.
Don also offered advice to younger farmers in today's challenging environment about what he has learned on his way to farming, operating a seed cleaning business and raising a family in rural Oklahoma.

State-Wide Rains have Helped Lesson Drought Conditions Across the State |
The nice rains that fell across the state at the start of this week has put a dent in drought ratings throughout Oklahoma. Right now 7.81% of the state is experiencing Exceptional Drought, which is better than last weeks number at 14.42%. 33.90% of the state is in Extreme drought which has lessened from 56.73% last week. 64.10% of the state is in Severe Drought down from 74.46% last week, and 77% of the state is still in the Moderate Drought range, down from 86.62% last week. 87% of the state is in the abnormally dry category and 12.94% is drought free.
The last 30 days have improved as far as moisture goes for some, and that shows up pretty well on the maps. Keep in mind that last storm was responsible for almost all of these better looking numbers.

Texas and Southwestern Cattle Raisers to Hear from Dubya This Weekend |
George W. Bush, 43rd President of the United States, is set to headline the 2022 Cattle Raisers Convention & Expo, taking place at the Fort Worth Convention Center in downtown Fort Worth on March 25-27, 2022. Hosted annually by Texas & Southwestern Cattle Raisers Association (TSCRA), the event is the largest cattle and ranching industry event in the Southwest, with more than 4,000 attendees expected.
President Bush will be joined by legendary singer/songwriter/actor Red Steagall, who will sit down with him for a special conversation about his time in the White House, the challenges facing our nation in the 21st century, and his current work at the George W. Bush Presidential Center.
Another headliner that cattlemen will want to hear is Randy Blach of Cattlefax as he reviews the impacts of recent events on cattle prices and the prices being put for inputs to raise cattle.

Oklahoma Conservation Commission Exec Trey Lam on How Soil Management Can Help with Drought |
At the 2022 edition of Ag Day at the Oklahoma State Capitol, Executive Director of the Oklahoma Conservation Commission, Trey Lam, was on hand and talked with Farm Director KC Sheperd about conservation practices. Lam said soil health is at the top of everyone's list, "Really what we're talking about is a whole system of management. It's not is no til, not just cover crops, not just prescribed burn, But you take all of those components, implement them all your operation, and then get the total package of benefits."
Lam said in the past, when producers have added a little fertilizer, they know they would get a boost in yield, or a little more genetics would give a boost. Still, he says if you get biology in the soil working, you get so much more, "That's going to feed the organisms which are going to feed the roots which in turn is going to make a healthy plant, which is going to produce more and requires less input. So if you only do a little bit of it, you don't really get any result. But if you put the whole package together, that's when you see the results that benefit everyone."

OSU's Kim Anderson Talks About How Wheat Prices May finally Be Stabilizing |
This week on Sunup, Crop Marketing specialist, Dr. Kim Anderson is talking about the much needed rain that fell across the state. Anderson said this rain will allow farmers to sleep at night, "They finally will probably have some commodities to sell. Now they'll need a follow up rain. It's good for the Wheat producer and then producers waiting to put that corn in the ground. It's going to give them some moisture to plant corn, grain sorghum, maybe soybeans, cotton a little later if we can get some more rain down in the southwest Oklahoma, but it's going to let them sleep."
Anderson said as far as prices go The wheat price seems to be stabilizing, "We can go back to early February when prices were around $7.50. Before the war started, they got up to just above $8. After the war, they went from $8.00 to $11.50 and then they came back down to $9.00 and back up. They seem to be stabilizing right above $10 a bushel."

American Quarter Horse on Track to Become Oklahoma's State Horse |
The American Quarter Horse could become Oklahoma's official state horse after legislation advanced through the House.
House Bill 3261, authored by Rep. Randy Randleman, R-Eufaula, names the American Quarter Horse as the state horse of Oklahoma in recognition of the value of the breed to Oklahomans.
"The American Quarter Horse has had a significant role in our state's history and has been a huge economic driver as well," Randleman said. "I'm pleased that this bill passed the House with such wide support."
The measure passed 92-0 and advances to the Senate for their consideration.

High Quality Cattle Qualified to Participate in Certified Angus Beef Program Produced Big Profits in 2021 |
A bi-annual survey of the four largest packers showed a dramatic increase in market rewards for the Certified Angus Beef ® (CAB®) brand. Annual grid, formula, and contract premiums paid on CAB carcasses in 2021 totaled $182 million, up from the 2019 record of $92 million. That's $3.4 million a week going to producers hitting the CAB target.
Paul Dykstra, assistant director for supply, management, and analysis at Certified Angus beef, said they saw a big jump in the numbers from their 2021 packer premium survey. He said the new number is $182 million. That number is the negotiated grid and formula payments back to the cattle supplier from the packer. Dykstra noted that compared to the number two years ago of $92 million, "So it's a rapid expansion of that total sum number that those packers are reporting to us this year. And looking at the data, it appears that most of the expansion allows that to occur is the price or the premium per 100 weight that the Packers have placed on carcasses in that certified Angus beef category." Dykstra echoed that the marbling spreads and quality spreads widened out quite a bit over the last few years.
Dykstra said another big takeaway from the 2021 Survey - available here- is that due to the pandemic, we haven't had the processing speed through the packing sector to handle the supply of cattle that were market-ready, which has created some pain on the production side, "We didn't feel like the production sector was maybe achieving the share of the wholesale value of those carcasses that we'd like to see." However, Dykstra said if you look at the kind of cattle sought after, they've reached record highs for those exceptional values.
