CBB Lawyer Wayne Watkinson Offers History Lesson of the Beef Checkoff During the Thursday morning joint Board of Directors meeting for the Cattlemen's Beef Board and the National Cattlemen's Beef Association, CBB legal Counsel Wayne Watkinson offered a detailed overview of the history of the Dollar per Head Beef Checkoff. Watkinson helped draft the legislation that finally passed with a 79% approval by producers in 1988, this after two earlier referendums had failed. He has been involved in all of the major changes that have surrounded the checkoff- including the merger of the old National Cattlemen's Association and the Beef Industry Council that ended up putting the Federation of State Beef Councils under the NCBA banner. Watkinson also helped defend the checkoff in the case that ended up being argued at the US Supreme Court- which concluded the Checkoff is legal.
