USDA Secretary Tom Vilsack Talks Farm Bill Implementation, Farm Succession and COOL at AFBF

US Secretary of Agriculture Tom Vilsack met with reporters on Monday morning at the 2015 American Farm Bureau Convention in San Diego. He told reporters that he is exploring ways to encourage young farmers and ranchers to be able to access land and other resources to be able to farm and ranch in the future.
In a question asked by Orion Samuelson of the US Farm Report, Secretary Vilsack went into a detailed explanation of how the tax code could be used to help young farmers access farmland in the future- Vilsack's solution is to offer income tax incentives to owners of land that is sitting with tremendous capital gains against it- land that the Secretary says simply won't move from one owner to another until the original owner is forced to move it because of death.
