Speaker McCall, House Republicans tout parental choice success under new open transfer law

Thousands of Oklahoma families have used Oklahoma’s new open transfer law to send students to the public schools that best meet their needs.

Nearly 11,000 transfer requests have been made since the open transfer law took effect this year, with more than 8,400 transfers approved, according to State Department of Education data.

“In less than a year, Oklahoma is already seeing big success with open transfer,” said House Speaker Charles McCall, R-Atoka. “Open transfer is equitably benefitting families in all parts of the state, regardless of geography or income level, without harming public school budgets. I appreciate all the work legislators, parents, school officials and others did to collaborate on a consensus law that is successfully giving families the choices they asked for within their child’s education.”

McCall added: “Oklahoma’s open transfer law is what parental choice done right looks like. We are now one of the best states in the country for parental choice that works, thanks to open transfer.”

Oklahoma’s open transfer law went into effect Jan. 1, 2022, and allows students to transfer to any public school district in the state. The law was authored by McCall and co-authored by several House Republicans through Senate Bill 783 in the first regular session of the 58th Oklahoma Legislature in 2021, after being first proposed in a bill by McCall, House Bill 2074, that was advanced by the House that session, as well.

Preliminary data shows transfers requested to hundreds of districts across the entire state, in urban, suburban and rural areas. On average, about three of every four transfer requests were approved. Nearly 90% of transfer denials were due to district capacity limits, while the remainder were due to student behavior, attendance or documentation issues.

“Parental choice within the public school system is very popular under the open transfer law because Oklahoma loves our public schools,” said Rep. Rhonda Baker, R-Yukon, chair of the House Education Committee. “As a former school teacher, I am very pleased to see parents using choice to improve their children’s educational opportunities and outcomes within Oklahoma’s public school system.”

Before the law was passed, families could not transfer openly among districts unless the receiving district had a transfer option, which many did not. The pandemic exacerbated the problem when some schools went online only, causing complications for many families.

“Family desire for open transfer was clearly not isolated to the pandemic, given the thousands of transfer requests made post-pandemic. There are a variety of reasons parents are transferring their children, but what’s most important is families now have more options available within the public school system,” said Rep. Brad Boles, R-Marlow, a former school board member who presented the open transfer legislation in the House. “School districts are also exercising appropriate local control through capacity limits and other measures to maintain quality within districts. This is the balanced, fair approach we sought when bringing all parties together to craft this law, and I’m pleased the early statewide results have been positive.”

Under the law, school districts must regularly provide the State Department of Education with data on transfers requests, approvals and denials. The Office of Educational Quality and Accountability then audits a portion of the data annually to ensure compliance with state open transfer laws and local open transfer policies set by school boards.

Superior Livestock Auction - October 6, 2022

Superior Livestock Auction hosted their video auction live on October 6th from the Superior Livestock Auction Studio in Hudson Oaks, Texas. Cattle producers offered over 24,500 head of calves, yearlings and bred stock from 21 states for this auction. Cattle were sold on contract to deliver immediately through July 2023. Superior Livestock went live with the auction at 8 a.m. CDT. The October 6th Video Auction was broadcast in HD on SLA-TV, Dish Network Ch. 997 and streamed on Superior Livestock Auction’s Click to Bid website. Drought, inflation and raising interest rates dominated the headlines all week and also overshadowed the offering however; with lighter trading across the board Thursday’s offering was an important test of the market.

Regions 3/4/5/6 Feeder Steers witnessed a strong market on lighter weight steers. Feeder Steers were $7 to $8 lower and Feeder Heifers from the same regions were $8 to $10 lower with heavier weights under the most pressure. Region 1&2 Feeder Steers and Heifers were only lightly tested and met with lower prices since our last offering. Region 1&2 Weaned Calves and Calves on Cows were also in very short supply. Beef Dairy Crosses saw a fully steady market. Region 3/4/5/6 Weaned Calves and Calves on Cows saw a weaker market undertone.

OSU Extension Helping Children have a Flavorful Fall Break

With fall break just around the corner for Oklahoma students, Oklahoma State University Extension and the Oklahoma Nutrition Information Education Project are partnering to promote healthy snacks while children are home for the school break.

The Flavorful Fall Break resource features a variety of healthy snack recipes children can easily make during fall break, said Jenni Klufa, associate state specialist for youth programs through OSU Extension’s Community Nutrition Education Program.

Klufa said nutrition education assistants with CNEP will build on what they’re already doing in many schools across the state by also offering Flavorful Fall Break materials. In addition, all the recipes are available on the CNEP Facebook page, through county OSU Extension offices and the ONIE website.

“We want to encourage healthy eating habits for youth, and that includes when they’re on fall break,” Klufa said. “Youth involved in making their own meals and snacks tend to try healthier foods. The recipes created by ONIE are quick, easy and full of flavor. Some of the recipes require assistance from a parent or caregiver.”

With the holiday season right around the corner, many classrooms will celebrate with parties. These tasty treats are a great alternative to some of the more traditional sugary treats found at classroom festivities.

“We all love to celebrate the holidays, but the typical classroom party tends to provide too much sugar for children,” Klufa said. “Parents and teachers who are in charge of party planning can use these recipes as a healthy food choice, but the students can actually make them during the party. This will help with party planning and gives them a fun activity to do.”

A balanced eating pattern for children encourages no more than 25 grams of added sugar per day, and school parties can reach that limit quickly. A 12 ounce can of soda contains about 40 grams of added sugar, and a regular size chocolate bar has about 20 grams of added sugar. It’s easy to see how quickly added sugar can add up.

Melody Nabors, a teacher at Fort Towson Elementary School in Choctaw County, said she is happy to have more healthy snack options for her students.
“Classroom parties are a lot of fun, but the amount of sugar consumed can sometimes interfere with learning. It’s nice for our students to have healthy alternatives,” Nabors said. “We have a great working relationship with OSU Extension, and I’m looking forward to using the information offered through these resources.”

Klufa said the recipes are designed to encourage healthy eating, and when a child develops good habits, it helps them make healthier choices throughout their lives.

“When children are involved in the process of making their food, they’re more receptive to trying new, healthy options,” she said. “It’s important to keep in mind that all foods can fit into an eating plan, and adults need to serve as good role models with their food choices.”
