Latest Road to Rural Prosperity Features Governor Kevin Stitt on McGirt Vs Oklahoma, State Questions and More

In our latest road to Rural prosperity podcast Host Ron Hays Caught up with Oklahoma Governor Kevin Stitt and got his take on where things stand with McGirt Vs Oklahoma on the day after his Commission on Cooperative Sovereignty reported back to him on how the State of Oklahoma and the Indian Tribes in eastern Oklahoma need to solve the fallout from the Supreme Court ruling against the state.
They also discuss the two State Questions on the November ballot- the Governor is voting yes on one and no on the other one- and Ron got a Top Ten Update from the Governor as well.

Oklahoma State University President Burns Hargis announces Retirement Plans
|
Oklahoma State University President Burns Hargis announced his plans to retire on July 1, 2021, to coincide with the end of the current academic year. Hargis announced his retirement plans during a regular meeting of the OSU/A&M Board of Regents held in the Performance Hall at The McKnight Center for the Performing Arts on the Stillwater campus, one of several significant new facilities built during his nearly 13-year presidency.
Hargis became OSU’s 18th president on March 10, 2008. He is the second OSU graduate to serve as president of the University. His tenure has been marked by record-setting fundraising, enrollment growth, new and enhanced facilities, and a growing national reputation for academic and research advances.
Under Hargis’ leadership, OSU has flourished, including the University’s first-ever billion-dollar fundraising campaign called “Branding Success,” which raised over $1.3 billion. In all, OSU has raised $2.2 billion during the Hargis years. The University has developed more than 2.5 million square feet of new or enhanced facilities on its Stillwater and Tulsa campuses. Enrollment growth includes five of the largest freshman classes in OSU’s history. Twenty four percent of all graduates over OSU’s 130-year history have occurred during his tenure. OSU has increased Alumni Association membership by nearly 30% and added nearly 82,000 new donors. The OSU Center for Health Sciences in Tulsa has seen significant growth in enrollment, research, fundraising for capital projects, student scholarships, and medical research, garnering national attention.

American Angus Association Meeting Scheduled For Nov. 8-9, Kansas City, and CEO Mark McCully Says They Are Offering Both In-Person and Virtual Options
|
The 137th annual meeting of the American Angus Association is scheduled for Nov. 8-9 in the Kansas City, Mo., Convention Center and like many similar events during this pandemic, association officials have had to make adjustments. Mark McCully, CEO of the American Angus Association, explains those adjustments and what members can expect to learn from this year’s meeting.
There will be In-person and virtual options, McCully said.
We’ve got a great program with a combination of information and updates for Angus breeders, he said.
McCully said the emphasis will be on making the black angus cow a better cow focusing on longevity and fertility.
Improving reproductive function is important for both the Angus breed and the cattle industry as a whole and we’re excited to have speakers addressing a new genomic technology can help identify haplotypes that affect fertility, he said.

Pesticide Programs Update: EPA Proposes New Safety Measures for Paraquat
|
EPA is taking the next step in its regulatory review of paraquat dichloride (paraquat), a widely-used herbicide.
As outlined in the proposed interim decision for paraquat, the agency is proposing new measures to reduce risks associated with paraquat in order to better to protect human health and the environment. These measures include:
• Prohibiting aerial application for all uses and use sites except cotton desiccation;
• Prohibiting pressurized handgun and backpack sprayer application methods on the label;
• Limiting the maximum application rate for alfalfa to one pound of active ingredient per acre;
• Requiring enclosed cabs if area treated in 24-hour period is more than 80 acres;
• Requiring enclosed cabs or PF10 respirators if area treated in 24-hour period is 80 acres or less;
• Requiring a residential area drift buffer and 7-day restricted entry interval (REI) for cotton desiccation;
• Requiring a 48-hour REI for all crops and uses except cotton desiccation; and
• Adding mandatory spray drift management label language.
In addition, EPA is proposing to allow truck drivers who are not certified applicators to transport paraquat when certain conditions are met.

Responses Needed for Farmland Leasing Survey sent to Oklahoma Agricultural Producers
|
The deadline is fast approaching for agricultural producers throughout Oklahoma to fill out and mail a land-leasing survey sent to them by Oklahoma State University and the Oklahoma Field Office of the National Agricultural Statistics Service.
“Producers are encouraged to respond by Nov. 10,” said Roger Sahs, OSU Extension agricultural economist. “Extension educators are frequently asked questions about reported land rents in a given area. The research will help interested parties attain a needed understanding of market conditions.”
Reported market rental information is a good place to start discussions between landlords and tenants in determining a fair and equitable lease that is satisfactory to both parties, Sahs said.
Most people complete the survey in about 20 minutes. Once completed, use the enclosed postage-paid, business-reply envelope. Producers’ mailing identification will be kept separate from their individual questionnaires to protect confidentiality and survey responses. Only totals, averages and other statistical measures will be shared with the public.

National FFA Convention Kicks Off Virtually Tuesday October 27th
|
FFA members and supporters from across the country will log on to their smart devices next week to celebrate agricultural education and agriculture during the 93rd National FFA Convention & Expo.
The event, which is traditionally the largest student convention in the country, will be held virtually this year, allowing even more people to participate in the event.
“The event may look a little different this year,” said Mandy Hazlett, associate director of convention and events for the National FFA Organization, “but we still have the amazing programming that we always offer our students and supporters. We are thankful for all of the support we’ve had as we’ve made the transition from the live event to the virtual platform. Convention activities will begin at 8 a.m. on Tuesday, Oct. 27.”
The national convention and expo is an opportunity for FFA members from all 50 states, Puerto Rico and the U.S. Virgin Islands to be exposed to new career paths and opportunities — while celebrating the accomplishments these future leaders have made over the past year.
The general sessions, which will recognize the award winners, will air live on RFD-TV and the Cowboy Channel as well as streamed on RFD-TV Now, the Cowboy Channel + app and FFA.org, allowing members and supporters to tune in and watch gavel-to-gavel coverage of the events with no registration required.

Robotic Milking comes to OSU Students at Ferguson Family Dairy Center
|
Candy is for more than people with a sweet tooth; it’s also a great way to train dairy cows how to use a robotic milking system, much to the delight and educational benefit of students working at Oklahoma State University’s Ferguson Family Dairy Center.
The robotic milking system highlights how the OSU Department of Animal and Food Sciences provides students with firsthand experience of technological advances that are changing how the dairy industry does business, said Nicole Sanders, OSU graduate student and interim dairy herd manager.
“If you want to work with high-tech agricultural companies in developing new programs and supporting new technology, we have that at Oklahoma State,” she said. “Not a lot of university students in the United States get to work with robotic milking systems.”
And, yes, there is candy involved. Training dairy cattle begins with a special kind of pelleted feed with sweets in it that entice the animals to enter the robotic milking system. This goes on for several weeks before the actual milking process starts. The idea is to get the cows used to the presence of the technology – and eating the pelle

Trick or Treat! Winter Time Comes Ahead of Halloween

The picture above was posted this morning on Twitter by storm chasers Val and Amy Castor- it's showing about an inch of sleet on the streets of Woodward around 4 am this morning- it was 25 degrees there-
The freezing line in Oklahoma runs from Hollis in the far southwest to Newkirk up in Kay County- Mesonet currently shows Boise City has a reading of 16 degrees- Central Oklahoma has several 34 degree readings and Valiant is a balmy 51 degrees as of 5 am. Here's the link to the statewide real time temps via the Okahoma Mesonet.
A lot of Oklahoma has a winter storm advisory- with the three Panhandle Counties now under a winter storm warning.
Sleet and Ice are the biggest worries with this early winter blast- lots of leaves on the trees- the frozen water could cause power line problems when you add in the strong northerly winds.
Monitor your local weather- our radio stations that carry our daily reports are a good source of weather in your neck of the woods.
It appears that this morning through Wednesday could be a wintery mess in Oklahoma- then better temps by Thursday and perhaps some Sunshine and 60s by this coming weekend as we end October.

Oklahoma National Stockyards had 5,974 head last Monday-Compared to the previous week: Feeder steers 3.00-8.00 lower. Feeder heifers 1.00-5.00 lower. Demand moderate for feeder cattle with cattle futures Closing sharply lower. Steer calves steady on improved quality. Heifer calves steady to 3.00 lower.

Superior Video Livestock Market a video sale last Thursday that offered 23,800 head of cattle from 22 states.
This offering found a much-anticipated lower market; buyers were present but at lower levels than the market has seen over the last several months. All classes of feeder cattle sold $7-$10 lower than the previous market test. Both steers and heifer calves, from all regions, were also met with light to moderate demand selling $3-$5 lower.
