Congress has passed a 5,393-page Relief/Spending Omnibus Package- and Host Ron Hays Talks with Ethan Lane, Vice President for Government Affairs for the National Cattlemen's Beef Association about Pandemic Relief- more money in CFAP, Grants for RAMP UP, the establishment of the SALE Act and more.
Lane also talks about the announcement by USDA to start the process of moving Gene Editing for animals away from FDA over to USDA, a look at the Climate Team for President-Elect Biden, a return to USDA by Tom Vilsack and a look into 2021 from a DC Perspective.

January Cattle Inventory Report Could Set The Stage For a Successful 2021, Says OSU's Derrell Peel
|
The USDA Cattle Inventory report due out in late January could set the stage for a successful year in 2021, said Dr. Derrell Peel, OSU Extension livestock market economist.
I think we’re going to come in being down one to maybe a half percent, Peel said, which is less than some of his colleague's estimate.
We’re liquidating slowly based on what we see in beef cow and heifer slaughter numbers during the year, Peel said.
The OSU economist offered some advice for cattle producers in 2021.
The real hope is the year will be one to go back on offense, think about your objectives and plans, he said, but it may not happen in the early part of the year.
The second half of 2021 offers more hope and opportunities, he said.
Out of adversity opportunity arises, Peel said.
He encouraged producers to be in a position to take advantage of those opportunities.

Scott Blubaugh with AFR/OFU Calls 2020 a Year That Making Lemonade Out of Lemons Happened a Lot

For Scott Blubaugh and the farm organization he leads, 2020 has been a year of making lemonade out of lemons.
Blubaugh is president of AFR/OFU and was recently interviewed by Radio Oklahoma Agriculture Network Associate Farm Director and Editor KC Sheperd.
I am really glad 2020 is about over, Blubaugh said.
After a good start, Blubaugh said things turned sour quickly but they were able to adapt.
One of the good things that occurred when a lot of the grocery shelves were bare in the spring and consumers didn’t know why, Blubaugh said, we had a chance to educate them.
They didn’t understand where their food came from so it really brought a lot of awareness, he said.
They value farmers a little more now and won’t take for granted that food will always be on the shelves, Blubaugh said.
The Tonkawa, Okla., rancher said market disruptions have created a lot of stress in the country, which led the farm group to organize a farm stress network of trained volunteers to work with farmers suffering from stress.
That was one of our highlights of the year, he said of the network.

Senator Jim Inhofe Details Several Measures Buried in COVID-19 Relief/Omnibus Spending Package
|
U.S. Senator Jim Inhofe (R-Okla.) made the following statement after voting for legislation that would provide needed coronavirus relief to families in Oklahoma and fund the government until September 30, 2021.
“After Senate Republicans have been working to pass additional COVID relief for months, I am pleased to announce we finally have responsible, bipartisan legislation that will provide direct and targeted coronavirus relief for families, hospitals and small businesses. In addition to continuing successful CARES Act programs, like the Paycheck Protection Program that already saved 625,102 jobs in Oklahoma, it will provide needed funds for vaccine distribution for all Americans, continue unemployment benefits and provide a new round of stimulus payments for households to help with immediate expenses. The legislation will also continue to make sure our hospitals, especially rural hospitals, and doctors, nurses and public health workers have what they need to keep fighting the coronavirus while also distributing the vaccine. I am glad Congress could come together to focus on the urgent needs of Oklahoma families as we look to a new year.
The Package includes the language of a measure that Senator Inhofe was a principle sponsor of- the SALE Act.
Earlier this year, Inhofe introduced the Securing All Livestock Equitably (SALE) Act. This bipartisan legislation, included in this omnibus package, would address the problem of dealer payment default. Quick turnaround between the purchase and resale of cattle by a dealer often leaves the rancher who originally owned the cattle with little recourse if a dealer defaults on a purchase—the livestock has often already been resold. The SALE Act would establish dealer statutory trusts, mimicking existing packer statutory trusts, for the purpose of ensuring that cattle sellers receive payment should a livestock dealer become insolvent. Oklahoma Senator Lankford Votes for Five Thousand Page Package- Slams Process That Produced It
|
Senator James Lankford (R-OK) issued a statement following passage of HR 133, Consolidated Appropriations Act, which includes targeted relief in response to the coronavirus pandemic. The bill now heads to the President.
“Oklahomans and Americans have endured a year with too many challenges. That includes waiting for relief that Congress should have provided months ago. We have agreed for months that another relief package is needed for those directly affected by Covid, the unemployed, small businesses, and educators. Today, we have finally passed needed targeted relief that provides direct payments to Americans in need, extends the pandemic unemployment program for those out of work, and provides support for small businesses who are struggling, including our essential nonprofits. Most importantly, it provides funding for every Oklahoman to receive any of the Covid vaccines for free if they choose to take it.
“Those who are hurt the most by the pandemic get the most help in this bill. But, the bill also includes all twelve appropriations bills to fund every program in the federal government for the rest of the fiscal year, an energy bill, tax policy, homeland security bills, an end to surprise billing in hospitals, and more. There are many essential bills in this package, but each of them should have been done individually over the past seven months, rather than crammed into the last legislative week of the year.

Livestock Marketing Association Applauds Congress for Passing Livestock Dealer Statutory Trust, Ensuring Payment Protection for Livestock Sellers
|
The Livestock Marketing Association (LMA) applauds Congress for passing Dealer Statutory Trust in the COVID relief package. A Dealer Statutory Trust will provide sellers of livestock much needed payment protection during dealer payment defaults.
“LMA is grateful for the tremendous leadership of Congress to correct a fundamental unfairness in the current law where livestock sellers often cannot get livestock back when payment does not come through,” said LMA President Larry Schnell. “This is a top priority issue for livestock auctions, which pay producers whether or not we are paid by buyers, and have been devastated by past defaults.”
The creation of a Dealer Statutory Trust, modeled after the existing Packer Statutory Trust, will give unpaid sellers of livestock first priority in livestock or, if the livestock have already been resold, the proceeds/receivables from livestock.
While this protection for livestock sellers has long been needed, the volatile down market in cattle prices due to COVID-19 increased the urgency of addressing this issue

RFA Applauds Ethanol Eligibility in COVID Relief Bill, Welcomes Tax Extenders
|
The Renewable Fuels Association today welcomed the passage of the Omnibus Appropriations and Coronavirus Relief Package, which explicitly includes renewable fuel producers as entities eligible to receive COVID-19 emergency relief aid. The bill also extends key tax provisions that support innovation and expansion in the renewable fuels industry, including the Second Generation Biofuel Producer Tax Credit, Alternative Fuel Refueling Property Credit, and the Section 45Q tax credit for carbon sequestration.
The legislation provides $13 billion in agricultural assistance and programs and specifies that the funding may be used to “make payments to producers of advanced biofuel, biomass-based diesel, cellulosic biofuel, conventional biofuel, or renewable fuel…produced in the United States, for unexpected market losses as a result of COVID–19.”
“Today’s passage of this landmark legislation is great news for America’s ethanol producers, who have struggled through the most difficult and trying year in the industry’s history,” said RFA President and CEO Geoff Cooper. “More than half of the ethanol industry shut down during the extraordinary demand collapse in the spring, and producers across the country still have not fully recovered from that market shock. The pandemic has cost the industry nearly $4 billion in lost revenue to date, with losses expected to continue well into 2021. The legislation passed today provides a ray of hope for the industry and provides decisive direction to the Secretary regarding the eligibility of renewable fuel producers to receive assistance from USDA.”
