Lobbyist Steve Thompson Explains Grassroots Journey Resulting in SB 422
|
The long-fought battle over the agriculture sales tax exemption is again making headlines during the Oklahoma legislative session this year as ag groups are working with lawmakers on a bill that clarifies eligibility.
During an interview, Steve Thompson, senior director of public policy for Oklahoma Farm Bureau, explained to me the details of SB 422.
The Ag Sales Tax Exemption is a perennial issue and sacred to our producers and ag retailers, Thompson said.
The proposed bill is a response to a change by the Oklahoma Tax Commission to require a Schedule F alone to prove eligibility for the ag sales tax exemption permit, which excluded producers who were eligible by state law.
A lot of our members received letters from their county assessor notifying the Tax Commission had changed the requirements this year, Thompson said.
It came as a surprise as there had been no legislative changes, he noted.
SB422 adds some flexibility as there is not one way agriculture works in Oklahoma, Thompson said.
Basically the legislation defines a set of parameters that a producer may use to qualify for the exemption.
Nobody wants to protect the credibility of the exemption more than farmers and ranchers, Thompson said.

Oklahoma Ag Groups Join Forces to Urge
Passage of SB 422
|
Eleven of Oklahoma’s leading agricultural industry groups are calling on the state Legislature to approve Senate Bill 422 by Sen. Frank Simpson and Rep. Dell Kerbs.
Representing thousands of farmers and ranchers across the state, a coalition including American Farmers and Ranchers, Oklahoma Agribusiness Retailers Association, Oklahoma Agriculture Cooperative Council, Oklahoma Cattlemen’s Association, Oklahoma Cotton Council, Oklahoma Farm Bureau, Oklahoma Grain and Feed Association, Oklahoma Pork Council, Oklahoma Sorghum Association, Oklahoma Wheat Growers Association and Oklahoma Panhandle Agriculture Irrigation Association is urging the state Senate to advance the bill to provide more options for producers to secure a state agriculture sales tax exemption permit.
“Clarifying Oklahoma’s agricultural sales tax exemption process will provide certainty to our producers, while also providing eligibility guidelines for regulators that ensure the ag sales tax exemption is reserved for active farmers and ranchers."- Scott Blubaugh, AFR/OFU president

With Time to Plan- the 2022 Cattlemen's Congress Looks to Build on the Success of Year One
|
The second edition of Cattlemen’s Congress will be Jan. 1-16, 2022 in Oklahoma City, said Tyler Norvell, president of the board of directors for Cattlemen’s Congress.
The inaugural Cattlemen’s Congress was held in early January this year in Oklahoma City as a replacement for the National Western Livestock Show in Denver, which was cancelled due to Covid-19.
The Oklahoma event was a tremendous success with 2,793 exhibitors from 41 states and three Canadian provinces brought almost 10,000 head of cattle to the Oklahoma State Fairgrounds.
During an interview with Radio Oklahoma Agriculture Network Associate Farm Director and Editor KC Sheperd, Norvell described some of the changes for the 2022 Cattlemen’s Congress.
We want to improve our trade show and give people a reason to come to the show, Tyler said.
Improving the cattle sales and growing the crowds is also planned for next year.
A third change will be informing local merchants the show is coming to Oklahoma City.
One of the advantages that the leadership team planning the 2022 event is that they have months to get ready for this major national cattle industry event- not just weeks like they had in 2021.

Senate Agriculture Committee Advances Bronaugh for Deputy Agriculture Secretary
|
U.S. Senators Debbie Stabenow (D-Mich.), Chairwoman of the U.S. Senate Committee on Agriculture, Nutrition, and Forestry, and John Boozman (R-Ark.), Ranking Member, today announced the Committee voted by voice vote to advance Dr. Jewel H. Bronaugh to serve as Deputy Secretary of Agriculture. Dr. Bronaugh may now be considered by the full U.S. Senate for confirmation.
“I’m pleased our Committee worked together on a bipartisan basis to move Dr. Bronaugh’s historic nomination forward,” said Chairwoman Stabenow. “It is clear Dr. Bronaugh is a highly qualified leader who has strong experience working on the ground to support our farmers, families, and rural communities.”
“Dr. Bronaugh has shown to be a true leader in agriculture throughout her career in education and public service. She has the experience to handle the significant responsibilities that come with being second in charge at USDA. I am confident she will operate in a manner that values the special relationship between Congress and the department. Dr. Bronaugh is now just one step away from making history as the first African American woman to serve as deputy secretary at USDA. I encourage quick confirmation of her nomination to make that happen,” Ranking Member Boozman said.

Tax Aggie Coalition Urges Congress to Protect Sound Tax Policy
|
The Tax Aggie Coalition sent a letter, signed by 41 national and regional agriculture organizations, to House and Senate leadership to express significant concerns about legislative proposals that would jeopardize the future of family-owned farm and ranch businesses.
As members of Congress work to implement President Biden’s American Families Plan, the coalition urges lawmakers to enact commonsense policies that preserve a sustainable and vibrant business climate for rural America through the preservation of long-standing tax code provisions. These provisions are fundamental to the financial health of production agriculture and the businesses that supply its inputs, transport its products, and market its commodities.
With more than 370 million acres expected to change hands in the next two decades, the policies Congress enacts now will determine agricultural producers’ ability to secure affordable land to start or expand their operations. In the letter to Congress, three critically important tax provisions were highlighted.
Stepped-Up Basis: Assets in agriculture are typically held by one owner for several decades, so resetting the basis on the value of the land, buildings, and livestock on the date of the owner’s death under a step-up in basis is important for surviving family members and business partners to ensure the future financial stability of the operation.

Cole Introduces Legislation in Response to McGirt vs. Oklahoma
|
Congressman Tom Cole (OK-04) today introduced legislation in the U.S. House of Representatives related to last summer’s ruling on McGirt vs. Oklahoma by the Supreme Court of the United States. If enacted, the legislation would authorize the Chickasaw Nation, Cherokee Nation and the State of Oklahoma to find agreement and compact without federal government involvement. It would also address the immediate issues facing law enforcement as a result of the ruling.
“Consistent with the diligent work done and progress made with state and tribal partners, this legislation does not mandate how Oklahoma, the Chickasaw Nation and the Cherokee Nation should come to agreement. Instead, the legislation would give them an avenue to decide independently, rightly ensuring that any decision directly affecting Oklahoma or these tribes is made at the state and local level,” said Cole. “Indeed, Oklahomans are the best suited for making decisions that affect their own unique communities.
“Over the past several months, I have had many serious and productive conversations with law enforcement officers across the Fourth District of Oklahoma. This legislation would provide an immediate solution to the urgent issues facing law enforcement, giving them clarity to enforce the law, keep dangerous criminals behind bars and ensure justice is served.”

Dr. Rosslyn Biggs on Finding a Good Breeding Herd Vaccination Plan

Dr. Rosslyn Biggs, OSU College of Veterinary Medicine Extension Beef Veterinarian offers herd health advice as part of the weekly series known as the "Cow Calf Corner" published electronically by Dr. Peel, Mark Johnson, Dr. Rosslyn Biggs, and Paul Beck. today Dr. Biggs is talking about beeding herd vaccination plans.
A critical component of herd health is a breeding herd vaccination strategy. Unfortunately, there is no one-size-fits-all vaccination plan. Producers should work closely with their veterinarian to design an approach to meet specific needs. This plan will be based on factors such as animal immune status, disease risk, biosecurity, and management availability. The best vaccine options will be those that provide protective immune coverage for diseases of concern balanced with a defined management timeline and expense.
Producers and their veterinarians should consider many elements when designing a plan. Some of the elements to consider include: biosecurity practices, risk of disease, the agents a vaccine should cover, the use of killed or modified vaccine, booster requirements, inherent risks, vaccine schedule and timing, vaccine cost, and handling and administration techniques. The current vaccination status of your herd and your planned timing of administration will determine whether killed or modified-live vaccine is the best. Pregnancy status will also factor into vaccine choice.

OKC West in El Reno had 1,000 head on Tuesday for their calf run.
Compared to last Tuesday: Steer and heifer calves were to lightly tested for a trend but a higher undertone noted. Demand moderate. Cooler than average temperatures and heavy rainfall has came across the trade area, hampering livestock movement.
