Oklahoma Lawmakers Sign Letter to AG- Calling on Justice Dept to Provide Update on Cattle Market Investigation
|
Representative Mike Guest (R-MS-3) and Representative Darren Soto (D-FL-9) have led a bipartisan group of 52 lawmakers in pushing the U.S. Department of Justice (DOJ) to complete their investigation into the meatpacking sector, and whether or not anticompetitive practices have contributed to a persistent imbalance in the cattle markets. The letter, dated June 8th, includes the signatures of four of the five members from the Oklahoma House delegation, including former House Ag Committee Chairman Frank Lucas as well as Congressman Tom Cole, Congressman Markwayne Mullin and Congresswoman Stephanie Bice.
This letter is the latest result of a recent groundswell of bipartisan, bicameral attention into the need to return market leverage to the side of cattle farmers and ranchers and address the startling price disparity between live cattle and boxed beef.
The Oklahoma Cattlemen's Association issued a statement on Tuesday evening, thanking the Oklahoma lawmkaers for being a part of this latest effort to call on DOJ to respond to Congress and the cattle industry about where they are in this investigation. Here is their full statement:
“OCA appreciates the lead of 52 United States Congressional leaders including Oklahoma Representatives Bice, Cole, Lucas and Mullin calling upon the Department of Justice to conclude and communicate their investigation into the potential market manipulation of the four largest meatpackers. In an April 21, 2020 letter, OCA called upon the USDA and DOJ to complete their investigation into the potential market misconduct of the four largest meatpackers in the United States. The DOJ has still not completed or communicated progress in their launched investigation. It is long past time for a report from DOJ as they have had ample time to investigate. Oklahoma is blessed with congressional leaders who recognize the challenges faced by our beef cattle producers and seek positive and proactive solutions to those challenges.”

Dan Halstrom, CEO of U.S. Meat Export Federation, Optimistic About Continued Strong Demand For U.S. Meat

Dan Halstrom, president and CEO of the U.S. Meat Export Federation offered up a healthy dose of optimism for continued strong U.S. meat exports the rest of this year.
He recently spoke with Radio Oklahoma Agriculture Network Associate Farm Director and Editor KC Sheperd following their spring conference on market diversification.
I think demand is very, very solid across the board, Halstrom said.
At the risk of sounding like a broken record, Halstrom added the retail demand is booming.
The opportunity is even further to the positive once food service starts to rebound in some of these countries that are still held back, Halstrom said.
Our forecast is for more records for beef and pork exports, he added.

Lankford, Inhofe, Boozman, Cotton Recognize 50 Years of Commerce on the MKARNS
|
Senator James Lankford (R-OK) today joined Senators Jim Inhofe (R-OK), John Boozman (R-AR), and Tom Cotton (R-AR) to recognize 50 years of commerce on the McClellan-Kerr Arkansas River Navigation System (MKARNS) in Oklahoma. The MKARNS, also known as the McClellan-Kerr Arkansas River Navigation System, is a key inland waterway navigation system for freight movement extending 445 river miles from Tulsa, Oklahoma, to Muskogee, Oklahoma, through Arkansas, connecting to the Mississippi River.
“The MKARNS is a key interstate commerce component to Oklahoma and the region, and its economic impact has been vital to Oklahoma businesses and industry for half a century now,” said Lankford. “We should continue to invest in infrastructure modernization in and around the ports and waterways, maintain any safety and security needs, and ensure workers have what they need to keep MKARNS moving forward and thriving for the next 50 years and beyond.”

June 15 is Deadline to Apply For Crop Insurance Discount Under New Pandemic Cover Crop Program
|
Farmers who planted fall cover crops are now eligible for a discount on their crop insurance premium, thanks to a new USDA program announced June 1, but they must act before June 15 to qualify said Kate Hansen, policy associate for the Center for Rural Affairs.
The Pandemic Cover Crop program (PCCP) offers discounts on crop insurance premiums,
The Center for Rural Affairs is a nonprofit organization established in 1973 in Alliance, Neb., to strengthen family farms, rural communities and small businesses, Hansen said.
The group works on a wide area of policy issues including conservation and crop insurance.
If a farmer planted cover crops last fall, they are eligible for $5 per acre on crop insurance this spring, Hansen said.
The most important thing here is farmers must report their cover crops by June 15 to the FSA, Hansen emphasized.

Gross Receipts Show Oklahoma Economy Performing Well
|
Gross Receipts to the Treasury indicate Oklahoma’s economy is rapidly emerging from the pandemic-driven downturn as every major revenue stream shows strong growth, State Treasurer Randy McDaniel announced today.
Total collections in May generated $1.24 billion, a jump of more than 34 percent from the same month of last year. Combined receipts from the past 12 months are at an all-time high but are partially inflated by last July’s delayed income tax filing deadline.
The Oklahoma Business Conditions Index in May remained above growth neutral for a sixth consecutive month. The May index was set at 68.9, down from a record high of 70.9 in April. Numbers above 50 indicate economic expansion is expected during the next three to six months.
The April unemployment rate in Oklahoma was reported as 4.3 percent, according to the U.S. Bureau of Labor Statistics. The state’s jobless rate was unchanged from March, but down significantly from 13 percent in April 2020. The U.S. unemployment rate was set at 6.1 percent in April.

NCGA Releases U.S. Corn Sustainability Goals and Report
|
The National Corn Growers Association (NCGA) solidified U.S. corn farmers’ commitment to environmental, economic and social sustainability with the release of U.S. Corn Sustainability Goals and the first U.S. Corn Sustainability Report The report documents a long history of continuous improvement by U.S. corn farmers and the goals set targets for further progress over the next decade.
“Corn farmers have demonstrated their commitment to sustainability for decades through their adoption of practices to defend against soil erosion, improve water quality and water use, and management of resources through modern farming advancements,” says John Linder, a farmer from Edison, Ohio, and NCGA President. “NCGA is celebrating this commitment and sharing our story through our Sustainability Report. By setting future goals, we’re both demonstrating our dedication to continued improvement and setting targets to measure this progress.”
Farmer-leaders of NCGA are setting five environmental national efficiency goals to further enhance corn production sustainability in the United States by 2030:
1. Increase land-use efficiency by 12%.
2. Increase irrigation water use efficiency by 15%.
3. Reduce soil erosion by 13%.
4. Increase energy use efficiency by 13%.
5. Reduce greenhouse gas (GHG) emissions by 13%.

Oklahoma Crop Producers May Need to Alter Their Herbicide Management Plans
|
Some Oklahoma crop producers might need to reassess their herbicide-application options given the current state of their fields, according to Oklahoma State University Extension recommendations.
All crops should be considered, but corn and sorghum seem to have been especially susceptible to both past and recent weather conditions, said Todd Baughman, OSU Extension weed scientist and program leader for the university’s Institute for Agricultural Biosciences in Ardmore.
“It’s important to apply a postemergence herbicide that fits within the growth-stage window listed on the specific label directions,” Baughman said. “While this may be the normal time of year when a producer would make a postemergence application, don’t take a business-as-usual approach. Visually inspect individual fields to determine the actual growth-stage of the current crop.”
Factors determining herbicide efficiency and crop safety are complex and include species, plant size, stage of crop growth, soil chemical and physical properties, soil moisture, soil and air temperature and relative humidity. As a whole, Oklahoma has received plenty of rain, but conditions - and crop management options relative to those specific conditions - vary across the state.

He says that the agricultural interests at the Capitol played both offense and defense during the four months that the lawmakers were in session- and cites significant wins in the Ag Sales Tax Exemption and property tax areas that highlighted the 2021 portion of the 57th Legislature.
