USDA Updates Pandemic Assistance for Livestock, Poultry Contract Producers and Specialty Crop Growers
|
The U.S. Department of Agriculture (USDA) is updating the Coronavirus Food Assistance Program 2 (CFAP 2) for contract producers of eligible livestock and poultry and producers of specialty crops and other sales-based commodities.
CFAP 2, which assists producers who faced market disruptions in 2020 due to COVID-19, is part of USDA’s broader Pandemic Assistance for Producers initiative. Additionally, USDA’s Farm Service Agency has set an Oct. 12 deadline for all eligible producers to apply for or modify applications for CFAP 2.
Contract producers of broilers, pullets, layers, chicken eggs, turkeys, hogs and pigs, ducks, geese, pheasants and quail may be eligible for assistance. A complete list of all eligible sales-based commodities can be found here.

OSU's Alex Rocateli on Inter-Seeding Annuals in Perennial Pastures

Every season brings its own challenges for Oklahoma farmers. Oklahoma State University Forage and Pasture Management Specialist Alex Rocateli, told us that he thinks small-grains producers can get the most out of their perennial pastures, by growing winter wheat during the Bermuda grass offseason.
Bermuda grass pastures grow well in Oklahoma from late spring, as temperatures rise and precipitation increases to early fall, as temperatures fall. Winter Wheat is just the opposite, which is why Rocateli started his research by looking at the symbiotic relationship of the two crops.
“That would extend our grazing season,” Rocateli said.
The benefits of inter-seeding are to make land more productive overall, improve water retention and provide competition for less nutritious weeds on grazing lands, but the practice is not suitable for every producer, Rocateli said.

Bruce Hoffman Talks Treating Bovine Respiratory Disease

At CattleCon21, I spoke with Bruce Hoffman, veterinarian and senior technical consultant at Elanco, about staying ahead of diseases like Bovine Respiratory Disease (BRD), plus the latest vaccine technology Elanco has to offer.
First off, Hoffman said cattle producers should have a plan to stay ahead of BRD.
“The biggest thing is have a plan,” Hoffman said. “When it comes to vaccination, that’s a big part - we’re trying to prevent disease, so we ideally want to give that calf a vaccine.”
Hoffman said the best time to vaccinate calves for the first time is in the spring, before summer turnout. He recommends administering a modified-live vaccine, which will establish immunity. When weaning comes along, Hoffman said Elanco’s Titanium lineup of vaccines and a new combination vaccine, which fights bacterial aspects if BRD, available for producers.
Having a vaccine that is effective and quick is exciting, Hoffman said. On top of that, the technology utilized in Elanco vaccines is one-of-a-kind.

Redistricting Committees Announce Congressional Map Submission Deadline
|
The chairs of the Oklahoma Senate and Oklahoma House of Representatives redistricting committees announced Oct. 10 as the deadline for public map submissions for congressional redistricting.
The public can submit congressional redistricting maps to the Senate via email at redistricting@oksenate.gov or to the House via email at redistrictingoklahoma2020@okhouse.gov. Public map submissions are limited to one submission per person. Submissions must be from Oklahoma citizens. Each map must include a statewide plan for all five congressional districts. More information on the parameters for public map submissions can be found here. Detailed instructions on how to submit a map can be found here.
“Our series of in-person and virtual town halls were successful and helped us maintain our commitment to an open and transparent process that incorporates input from the public. Now is the time for the public to submit congressional redistricting maps, and we welcome their contributions to the process,” Lonnie Paxton, chair of the Senate Select Committee on Redistricting, said.

OSU's Barry Whitworth Talks Heat Stress in Cattle
|
Weekly, Oklahoma State University Area Food and Animal Quality and Health Specialist for Eastern Oklahoma Barry Whitworth offers his expertise on animal health. This is a part of the weekly series known as the "Cow Calf Corner" published electronically by Paul Beck. Today, Whitworth talks about heat stress in cattle.
“According to the Oklahoma Mesonet, the month of July was cooler than normal with the average temperature below 80 F. August has started much the same way with temperatures well below what would be expected during this time of the year. However, this will probably change quickly. With hot temperatures likely to return, cattle producers will need to monitor their cattle for signs of heat stress.
“Cattle are comfortable when the temperature is between 15 - 85 F. When temperatures are above 85 F, cows will typically try to find relief by heading to shade among the trees and/or by bellying deep in ponds. These actions are signs for producers that they should closely observe their cattle for heat stress.
"Managing heat stress should begin with making sure cattle have plenty of clean water."

American Farm Bureau Collaborates with USDA on Contract Grower Aid Program
|
Farmers who were previously ineligible for the Coronavirus Food Assistance Program 2 (CFAP 2) can now apply for aid thanks to collaboration between the American Farm Bureau, lawmakers and USDA. Up to $1 billion will be made available through the Consolidated Appropriations Act to livestock and poultry producers who suffered financial losses from January 1, 2020, through December 27, 2020. The American Farm Bureau first raised concern about farmers being left out of the aid package in May 2020 and has been engaged on this issue for more than a year.
Coverage has now been expanded to include chickens, poultry eggs, turkeys, hogs and pigs, ducks, geese, pheasants and quail including eligible breeding stock and eggs of all eligible poultry types produced under contract.
“We appreciate USDA recognizing the incredible losses farmers endured during the height of the pandemic,” said American Farm Bureau Federation President Zippy Duvall. “When restaurants and schools closed, the demand for fresh food disappeared almost overnight. While previous CFAP funding addressed many losses, AFBF recognized that contract growers were left out and worked with lawmakers and the administration to ensure all farmers’ voices were being heard.
“We thank Senator Roger Wicker and Senator Chris Coons, as co-chairs of the Senate Chicken Caucus, as well as the Senate and House Agriculture committees for their work to address the shortcomings of CFAP assistance, and we appreciate the Biden administration and Secretary Vilsack for seeing this aid through. COVID relief will help farmers across the country recover from the damage caused by the pandemic and ensure they can continue putting food on the table for America’s families.”
USDA also announced it is amending the CFAP 2 payment calculation for several commodities by allowing farmers to substitute 2018 sales for 2019 sales.
New and modified CFAP 2 applications are due by Oct. 12, 2021. Interested farmers should contact their local Farm Service Agency office. To find a local FSA office, visit farmers.gov/service-locator.

USDA Proposes Framework for Further Surveillance of SARS-CoV-2 and Other Emerging Zoonotic Diseases
|
The U.S. Department of Agriculture is dedicating $300 million in American Rescue Plan Act funding to conduct surveillance for SARS-CoV-2 and other emerging and zoonotic diseases in susceptible animals and build an early warning system to alert public health partners to potential threats so they can take steps sooner to prevent or limit the next global pandemic.
USDA’s Animal and Plant Health Inspection Service (APHIS) is the lead agency responsible for implementing the early warning system and is inviting public comment on a strategic framework that outlines how the Agency will focus its efforts to prevent, detect, investigate and respond to SARS-CoV-2, the virus that causes COVID-19, as well as other emerging and zoonotic diseases that could pose a threat to both people and animals.
“Up to 75 percent of emerging infectious diseases in humans can also impact the health of animals-we’ve seen this link firsthand with COVID-19,” Agriculture Secretary Tom Vilsack said.
The framework provides additional details and is available on the APHIS website. The Agency will also be hosting a series of webinars to give interested stakeholders the opportunity to learn more about the framework and ask questions before submitting written comments.

Finally- Let's Celebrate the 2021 Wheat Crop with the Steinert Family!

This week- we saw on social media a wonderful look at the 2021 wheat growing cycle for the recently harvested crop- from last fall at planting through the harvest this past June. Friend Bill Steinert in north central Oklahoma shared the video that was produced by his daughter in law Autumn- Bill and the family gave us permission to share with you-Bill telling me that the work on the farm throughout the season was done by his sons and their families- he adds "I just pretty much watch."
Maybe so- but Bill and his family as a team are one of those families that push the level of management into road gear on all of their crops- not just wheat- and I would invite you to take a few minutes to watch and get a glimpse of what it takes to get a wheat crop into the ground and properly managed to a successful harvest.
Let's celebrate their wheat growing success in the face of crazy weather conditions over the course of the year!!!

Compared to last week: Feeder steers steady to 3.00 higher. Feeder heifers 3.00 - 6.00 higher. Steer calves 4.00 - 7.00 lower. Heifers calves steady. Demand moderate to good.

OKC West in El Reno had an estimated 1,600 head of calves on Tuesday August 24th.
Compared to last Tuesday: Steer and heifer calves sold mostly steady. Demand moderate to good, especially for light weaned calves under 450 lbs.
