NCBA's Kent Bacus Talks Trade, Contrasts Biden and Trump Administrations

Yesterday, KC Sheperd, associate director for Radio Oklahoma Ag Network, caught up with Kent Bacus, senior director of international trade and market access for the National Cattlemen's Beef Association, at the 2021 Rural Economic Outlook Conference hosted by the Oklahoma State University Ferguson College of Agriculture.
As a guest speaker, Bacus compared the Trump Administration to the Biden Administration from the perspective of trade.
"Before we jump into the changes, there are a lot of similarities," Bacus said. "Supply-chain issues are definitely going to be a focus of the Biden administration, but Biden is also keeping a lot of the tariffs."
One of the biggest differences between the two administrations is what they are hoping to accomplish, Bacus said. Right out of the gate, the Trump administration moved hard and fast, with hopes of making big advances for agriculture, manufacturing and energy, he added.
"In many ways, those (groups) were his constituencies," Bacus said. "He used some pretty aggressive tactics, kind of changed the game on how the U.S. is engaged - caught a lot of people off guard, but it was effective in opening more markets for the agriculture, manufacturing and energy sectors."
Like the Trump administration, Bacus said the Biden administration's focus is still on growing more jobs in the U.S.
"Different priorities, different constituencies," Bacus said. "Definitely a stronger focus on labor and climate. Those are two issues that are visible in every policy from the white house."
Bacus said President Joe Biden's focuses do not mean he and his administration are not working to advance the agriculture, manufacturing and energy sectors in the U.S.
"They are looking for ways to improve those and have a greener polish on a lot of that," Bacus said. "For the agriculture industry, we have to adapt our messaging and say, 'OK, we know that this is what you want to accomplish, but here is how we are already doing it.' Sustainability is a great way of showing that."
Another way the Biden administration differs from the Trump administration is with the idea of developing trade policy to export ideas, as well as goods, Bacus said.
"It is not just about how many goods can we sell; it is how can we get other countries to adopt this mindset that the U.S. has on climate, labor, human rights and other things like that," Bacus said. "I think those are some of the biggest differences."
According to Bacus, the U.S. does a lot of things well, but the challenge of getting other countries to follow suit remains. For instance, Bacus said through science, the U.S. has developed highly efficient production technologies that allow it to produce 19% of the world's beef with only 6% of the world's cattle her.
