The House Agriculture Committee will hold a bipartisan markup next Tuesday on H.R. 267, the 2020 WHIP+ Reauthorization Act. The bill, crafted by Chairman David Scott (D-GA) and Ranking Member G.T. Thompson (R-PA), would extend the Wildfire and Hurricane Indemnity Program Plus (WHIP+) to cover 2020 and 2021 and add additional causes of loss, including smoke-tainted wine grapes due to wildfires, as well as losses due to high winds, derechos, excessive heat, freeze (including from a polar vortex), and drought in counties designated by the Secretary.
Drought counties would include counties with D2 drought conditions for at least eight consecutive weeks, as well as contiguous counties. Meanwhile in the Senate, Ranking Republican on the Senate Agriculture Committee John Boozman (R-AR) noted he is working on disaster assistance with Senate Agricultural Appropriations Subcommittee Ranking Republican John Hoeven (R-ND). A spokeswoman for Hoeven said he's "exploring all viable opportunities to deliver this important relief."
