OCA's Michael Kelsey Talks Key Policy After OCA Convention

The Oklahoma Cattlemen’s Association’s annual convention as well as the Reno NCBA summer business meeting have now wrapped up and a large part of those gatherings included the discussion of policy. Senior Farm and Ranch Broadcaster, Ron Hays, is talking policy with Executive Vice President of the Oklahoma Cattlemen’s Association, Michael Kelsey, who says at the state and regional level, most of the talk circled around the drought.
At the OCA Convention in July, Kelsey said it was reaffirmed by OCA members that policy concerning the drought is commendable.
“Interestingly, from a policy perspective, what was top of mind by far in a way were the two forums,” Kelsey said.
The upcoming elections for the second congressional district and the U.S. Senate were a popular talking point among members.
“We have the runoffs coming up and of course, the general coming in November,” Kelsey said. “The governor is not in a runoff, but it is coming up in November and etcetera, and so that was a lot of the discussion on who is going to win, where are they at, who are the front leaders, and where are they on issues that are important to OCA, and kind of refining our game plan to communicate with those who have been elected.”
There are already quite a few of the state legislators who finished their race because they only had a primary or they only had a primary and runoff, Kelsey said, so no general election.
Coming out of the legislative session of 2022, Kelsey said he is pleased with the outcome.
“The legislature and the Governor’s office really did a great job this past session on some really key important things,” Kelsey said. “We saw one of the fruits of that labor here just recently when OMMA (Oklahoma Medical Marijuana Authority) announced a moratorium on any new grow licenses until they get their hands around the intense number of growing licenses that they already have.”
Although the OCA is not normally supportive of governing with the use of moratoriums, Kelsey said it was needed in this case to give the OMMA an opportunity to catch up.
As far as signage and permitting language, funding for inspectors and more, Kelsey said Oklahoma made good progress in this past legislative session on the Marijuana issues.
“The final thing I’ll mention is State Question 820- the recreational question,” Kelsey said. “Signatures have been turned and what we are watching very closely is if those signatures are going to be validated, which we would anticipate they would.”
Ample signatures were collected, Kelsey said, so they are now watching what ballot the question would be assigned to. State Question 820 would only be a state statute, Kelsey added, so it is not constitutional.
“That is very important and the one thing we need to recognize, but not rest on that,” Kelsey said. “We still need to get out, and should it come up for a vote, still get out and defeat it. But should it pass, at least it’s only in statute, so the legislature can come in and modify it as needed, but we just don’t want it on the books, to begin with.”
