Bill Bullard of R-Calf Embraces GIPSA Rule- and Wants More Bill Bullard is one of the fireballs in the debate over the GIPSA Rule that is front and center at the USDA-DOJ Workshop on Competition in Livestock at Colorado State University- and he received a huge round of applause for his comments during the midday public testimony time as he praised the proposed rule and lamblasted those who want to see the USDA pull the rule.


Just before the public comment time- we talked with Bullard about what he has heard thus far at the Workshop- he tells us that he is pleased with many of the points made about captive supply and the case to ban packer ownership. Bullard believes that the GIPSA rule is a great first step to rein in the packers and help the independent cattle producers.


Bullard says the arguments of packers offering just a single price daily if the GIPSA Rule is adopted is silly as packers will compete even more than ever for the right kind of cattle. He also dismisses the concept advanced by opponents of the Rule that this raises fear of litigation- he says just the opposite will happen as GIPSA will screen all complaints and only serious issues will ever be litigated.
