EPA Issues GHG Guidance
Wed, 10 Nov 2010 17:53:23 CSTEPA is making available guidance and tools to help state and local air permitting authorities identify cost-effective pollution reduction options for greenhouse gases under the Clean Air Act. Emissions from small sources, such as farms and restaurants are not covered by these GHG permitting requirements.
Agriculture Secretary Tom Vilsack called EPA's announcement - a meaningful step forward in recognizing the potential role that energy from biomass can play in reducing greenhouse gas emissions. Under the guidance, EPA signals that states may be able to consider the use of biomass energy as a 'best available control technology for GHG.'
The guidance does not define or require a specific control option for a particular type of source. Instead, the guidance and resources provide the basic information that permit writers and applicants need to address GHGs. The guidance also provides examples of how permitting requirements could apply.
