National Council of Farmer Cooperatives Applauds Extension of Deadline to Meet New Spill Rule Requirements The National Council of Farmer Cooperatives (NCFC) commends action by the U.S. Environmental Protection Agency to extend the compliance deadline for some agricultural operations to comply with pending oil Spill Prevention, Control and Countermeasure (SPCC) regulations; these producers now have until May 10, 2013 to comply with the new regulatory requirements.


"The EPA's action gives farmers and ranchers time to implement any necessary changes in their operations in order to comply with the SPCC rules," said Chuck Conner, president and CEO of the NCFC. "When there are new requirements that the federal government wants farmers and ranchers to meet, the agencies involved need to communicate the new rules in a timely, clear and concise way, thereby providing some certainty to those impacted. We hope that over the next year and a half, EPA and the U.S. Department of Agriculture will step up their outreach efforts with producers about the SPCC rules."


The new SPCC rules apply to any farm, ranch or agricultural operation storing more than 1,320 gallons of oil or oil products in above ground containers. In writing the rule, EPA took a tiered approach, based on aggregate oil storage and individual container capacity, in setting out the requirements that producers will need to meet.
