AFR's Terry Detrick Weighs In on Final Stages of GIPSA Rule

"American Farmers & Ranchers has received some degree of gratification on behalf of beef producers with the recent decision the USDA made to narrow their proposed GIPSA rule," said Terry Detrick, AFR President. "There had been great concern among our members about the potentially devastating effects this rule could have on our local livestock markets and specifically beef producers in Oklahoma."
"It is the time of year when our producers across the state are buying and selling stocker calves for winter pasture. We depend upon order buyers to fill these orders by private treaty and also at local livestock markets across the state and elsewhere. It has been our great fear that if the proposed GIPSA Rule were to be strictly enforced, these buyers could be restricted from filling orders for more than one purchaser at a time, something that would devastate local markets. Another concern was the immense amount of paper work that would be involved to meet the proposed purchasing and pricing reporting requirements," Detrick said.
Detrick's remarks come following The U.S. Department of Agriculture (USDA) announcing it is abandoning provisions in the proposed livestock marketing rule that would have prohibited packer-to-packers sales, prohibited a buyer from buying for more than one client, and requirements that packers must retain certain records.
The USDA sent modified sections of a new Grain Inspection, Packers & Stockyards Administration (GIPSA) rule last week to the Office of Management and Budget (OMB). The USDA is asking the OMB to make permanent the portions concerning poultry and swine.
Some of the proposals under the new GIPSA rule that apparently still stands focuses on the fair treatment of contract growers," Detrick said.
American Farmers & Ranchers is a 106-year-old company, headquartered in Oklahoma City, providing education, legislation, cooperative programs and insurance products across the state.
