House Ag Committee Votes to Roll Back GIPSA Rule and Regulations Put in Place by USDA

The House Agriculture Committee shipped their 2012 Farm Bill to the Full House with a favorable vote of 35 to 11 early Thursday morning, Washington time- and the measure included several livestock related provisions, even though the bill had no Livestock Title this time as opposed to the 2008 Farm Law. At the end of the farm bill journey by the Committee, Mike Conaway of Texas and Jim Costa of California offered an amendment that would roll back the so called GIPSA language of the 2008 bill- and would also wipe out the regulations that have been put in place by USDA since that bill was approved.


The ranking Minority Member, Collin Peterson of Minnesota, argued for defeat of the measure, grumbling that the "deal with this Congress is that we have got to repeal everything that ever happened." Peterson was countered by both Conaway as well as by Democrat Jim Costa, who is a Dairy farmer from the Fresno area of Central California- who contended that USDA overreached and took things too far in implementing the GIPSA ruling- pursuing objectives that the Congress actually rejected in the 2008 farm bill debate.


As mentioned by Congerssman Peterson, the language, if adopted in a final bill that is signed into law, would wipe out the GIPSA rules put in place by the USDA Secretary to date, would prohibit him from working on the unfinished aspects of the GIPSA Rule and would roll back the language to prevent USDA from starting over in the process.
