NACD Supports USDA, NRCS State Water Quality Certainty Guidance
The National Association of Conservation Districts (NACD) appreciates the U.S. Department of Agriculture's (USDA) recent guidance on state water-quality certainty programs. The guidance, provided by USDA's Natural Resources Conservation Service (NRCS) to state conservationists, highlights important considerations to support states' efforts to adopt, develop, or explore Certainty programs.   


"Certainty programs provide an excellent way to work with producers to achieve water quality goals and to facilitate voluntary adoption of conservation plans, systems, and practices," stated NACD President Gene Schmidt In a letter to U.S. Agriculture Secretary Tom Vilsack. "NACD supports locally-led solutions to conservation needs across the landscape. Certainty arrangements uniquely fit this objective in their flexibility and local focus."


NACD believes that natural-resource needs are best addressed when state and local authorities take leadership roles in the voluntary adoption of conservation measures. Farmers and ranchers who are doing the right thing for the land deserve to have certainty that their water quality efforts are recognized. This includes a clear period of time during which they know the rules will not change.


"When states allow local individuals to work together, they accomplish watershed-scale solutions," Schmidt continued. "Such solutions can maximize technical assistance, protect the privacy of producers, and aid in verification of practices to increase accountability in a non-regulatory manner."


NACD recently prepared a report of four state-based programs seeking to improve water quality and provide agricultural producers and landowners some degree of regulatory certainty for adopting best-management practices in their operations. State certification programs have enrolled thousands of agricultural producers in several states.
