Senate Chairlady Debbie Stabenow Ready to Conference 2013 Farm Bill

Senate Agriculture, Forestry and Nutrition Committee Chairwoman Debbie Stabenow of Michigan urged the House Monday to begin the conference process of a five-year farm bill (H.R. 2642) with the Senate. Stabenow pointed fingers at House GOP Leaders for not moving as quickly as she says must happen in order for a five year farm bill to be done before the current extension of the 2008 law expires at the end of September.
Stabenow was referring to comments made at the end of last week by Eric Cantor in a floor conversation that he has with Mijnority whip Stenny Hoyer of Maryland. Cantor answered Hoyer's question about going to conference on the farm bill with a remark about working on a separate Nutrition bill and getting it to the floor at "sometime in the near future. It is our intention to do so." He added that the key players (including Chairman Frank Lucas of Oklahoma) are in discussions about "how to expedite an agreement on the farm bill."
Meanwhile, according to The Hagstrom Report, the House leadership started the process Monday of sending the farm-only farm bill to the Senate. Citing a knowledgeable House Republican source, The Hagstrom Report states the Senate would need to take the House-passed measure - H.R. 2642 - insert S.954 by unanimous consent and request conference with the House. This process is needed because the Senate bill contains financing measures - and all finance measures must originate in the House.
For her part, Senator Stabenow used a news media teleconference to voice her concerns over the House perhaps waiting until after they had a Nutrition stand alone bill done. She wondered out loud to the media why the Republicans did not simply go with a revote on the farm bill as they had it back in June with a minor modification or two, include the Nutrition Title as they amended it and then pass it this time instead of making it a separate debate and argument.
