Oklahoma Farm Bureau Thanks Lawmakers for Stopping Possible Property Tax Increase in HJR1092

The measure that could have set up increases in property taxes in order to pay for storm shelters in local schools was defeated in the Oklahoma House on Thursday by a substantial 34 to 61 vote. Several ag groups, including the Oklahoma Farm Bureau and the Oklahoma Cattlemen's Association, were opposed to the measure. Oklahoma Farm Bureau President Tom Buchanan of Altus was pleased.
"Farm Bureau fully supports the construction of shelters to protect students and appreciates Rep. Mark McBride and Rep. Jon Echols' efforts to raise private dollars through the Shelter Oklahoma Schools foundation," Buchanan said. "Our state's agricultural producers are major landowners in their communities and would unfairly bear the brunt of this ad valorem tax increase.
"Many producers are already making difficult management decisions due to the severe drought conditions. We would like to thank the Oklahoma legislature for understanding the potential undue burden this bill could have placed on farmers and ranchers."
Governor Mary Fallin expressed her displeasure in a combative release from her office.
"House Joint Resolution 1092 would have helped Oklahoma communities build storm shelters and saferooms in their schools. It would have saved lives.
"It failed today because of a politically motivated and intentionally misleading smear campaign. Critics of the bill said HJR 1092 would have raised taxes. It does not. It would have allowed local communities to increase their bonding indebtedness only if those communities voted to do so. It is a local control measure that supports decisions made by local communities.
"Some critics implied HJR 1092 was not only a tax increase, but the 'largest tax increase in state history.' That statement is not only false, it is intentionally misleading, mathematically impossible and patently ridiculous."
