Latest Road to Rural Prosperity Features Senator Jim Inhofe, and his Work on Bills Aimed at helping Oklahoma Agriculture

In our latest Road to Rural Prosperity- I speak with Oklahoma's Senior Member of our Congressional Delegation- Senator Jim Inhofe.
We begin the conversation talking about the Supreme Court Case that will likely need that delegation to develop a legislative fix that allows tribal sovereignty to mesh with the power of the state.
We also talk about Senator Inhofe's work on several bills aimed at helping Oklahoma Agriculture deal with the Pandemic- the Senator offers an update on the HEALs act negotiations and offers his reasons for wanting to be elected for another six years.

USDA Extends Deadlines, Defers Interest Accrual Due to COVID-19
|
The U.S. Department of Agriculture’s (USDA) Risk Management Agency (RMA) today announced it will authorize Approved Insurance Providers (AIPs) to extend deadlines for premium and administrative fee payments, defer the resulting interest accrual and allow other flexibilities to help farmers, ranchers, and insurance providers due to the COVID-19 pandemic.
“USDA recognizes farmers and ranchers have been severely affected by the COVID-19 Pandemic this year and to help ease the burden on these folks, we are continuing to extend flexibility for producers,” said U.S. Secretary of Agriculture Sonny Perdue. “The flexibilities announced today support health and safety while also ensuring the Federal crop insurance program continues to serve as a vital risk management tool.”
Background:
Specifically, USDA is authorizing AIPs to provide policyholders additional time to pay premium and administrative fees and to waive accrual of interest to the earlier of 60 days after their scheduled payment due date or the termination date on policies with premium billing dates between August 1, 2020, and September 30, 2020. In addition, USDA is authorizing AIPs to provide up to an additional 60 days for policyholders to make payment and waive additional interest for Written Payment Agreements due between August 1, 2020, and September 30, 2020.

USDA Undersecretary Greg Ibach Continues Push For Electronic Animal Identification Program
|
The USDA continues to push for an effective animal identification program for breeding age animals over 18 months of age and during the recent NCBA Summer Conference in Denver, Colo., Greg Ibach, USDA Undersecretary for Marketing and Regulatory Programs, talked with me about the issue.
The program was delayed last year after the industry requested additional time to make the program more reliable and efficient.
The livestock marketing association and the sale barns said it was difficult to read the traditional metal tags, Ibach said.
They were interested in working with us to have an electronic method making the tags more readable, he said.
Following President Trump’s executive order requiring public comment and transparency on USDA regulations, the USDA stepped back and reorganized their efforts.

Latest Cotton Comments Focus on Rain Vs No Rain Status of 2020 Crop
|
The latest issue of Cotton Comments covers several important topics this month including Cotton Progress, Sesame, Growing Degree Days, Oklahoma State University Field Surveys, Moth catches, and Oklahoma Boll Weevil Eradication Organization.
Jerry Goodson writes "When it comes to the current situation of the cotton crop, The crop where moisture is adequate or abundant excellent growth is occurring, where moisture is limited or poor the crop is suffering with several fields already “bloomed at the top”. If rain occurs within this week and adequate moisture continues for the rest of season these fields may recover however the rain must occur soon.
"Cotton bollworms are being reported in several fields where the varieties containing the Bt 2 gene is being grown. These fields are located in areas where corn is produced. I feel these are local moths that infested these fields because of low moth counts in another areas of the state and the weather pattern prohibiting moth movements from Texas."

Lankford, Inhofe Join Bill to Provide Certainty for Permit Program for Oklahoma Infrastructure
|
Senators James Lankford (R-OK) and Jim Inhofe (R-OK) joined Senator John Cornyn (R-TX) to introduce a bill to allow critical infrastructure project proponents to continue relying on the nationwide permit (NWP) program in light of recent court decisions. Along with Lankford and Inhofe, cosponsors on the bill include Senators Ted Cruz (R-TX), John Barrasso (R-WY), Shelley Moore Capito (R-WV), Kevin Cramer (R-ND), John Hoeven (R-ND), Steve Daines (R-MT), Thom Tillis (R-NC), and Lisa Murkowski (R-AK).
“Oklahoma families depend on the development of critical infrastructure to keep our economy moving forward,” said Lankford. “Too frequently, the regulatory process is used as a tool to stop development rather than to ensure projects are done in an environmentally responsible manner. The American people are the ones who suffer when responsible infrastructure projects are delayed or denied.
“The United States leads the world in oil and gas production and we’re on track to be a net energy exporter,” Inhofe said. “While liberal activists are attempting to hijack the federal permitting process, we have the opportunity to allow for investment in our nation’s infrastructure and, once we are on the other side of this pandemic, our energy producers here at home will be able to meet the increased demand. I am proud to join Senator Cornyn’s bill and continue advocating for the Oklahoma energy industry.”

Growth Energy Urges EPA to Accurately Tally Benefits of U.S. Ethanol
|
Growth Energy has submitted comments on a proposed rule from the Environmental Protection Agency (EPA) that would change how the agency conducts the benefit-cost analysis (BCA) of new rules under the Clean Air Act, including the Renewable Fuel Standard (RFS). In a letter to the EPA, Growth Energy Senior Vice President of Regulatory Affairs Chris Bliley urged the agency to ensure agency calculations continue to recognize the full benefits of the RFS, including “reduced cost at the pump, reductions in greenhouse gas emissions, reductions in harmful air toxics like carbon monoxide, and significant value added to farmers and rural communities.”
“Following development of the RFS over the past 15 years, the industry has grown from 81 plants producing nearly 4 billion gallons of ethanol to 200 plants now producing roughly 16 billion gallons of ethanol annually,” wrote Bliley. “Today, this industry supports more than 350,000 jobs including thousands of farmers accounting for roughly 40 percent of the corn demand in the United States. The use of biofuels has also helped to reduce our dangerous dependence on foreign oil imports replacing 10 percent of our nation’s fuel and reduced consumer costs at the pump.”
Growth Energy also cautioned the agency against changes that could undercut the ability of regulators to consider the full benefits of the RFS, including those to the environment.

Oklahoma National Stockyards had 7,000 head on Monday- Compared to last week: Feeder steers are sold steady to 6.00 higher. Feeder heifers steady to 3.00 higher. Steer calves sold steady on a light test and heifer calves steady to 3.00 lower on a light test..
