Lucas, Keller Work to Save Rural Hospitals, Reintroduce RURAL HELP Act
|
Last week, Congressman Frank Lucas (OK-03) joined Congressman Fred Keller (R-PA) in reintroducing the Reviewing Urban and Rural Adjustments to Level Hospital Expenses and Lopsided Payments Act, otherwise known as the RURAL HELP Act in the 117th Congress.
The legislation aims to bring parity to inpatient Medicare reimbursement payments between rural and urban hospitals to help struggling rural hospitals survive by requiring the Centers for Medicare and Medicaid Services (CMS) to determine the precise level of systematic disparity that exists between urban and rural hospital payments in such reimbursements. The legislation also specifies that once the evaluation is completed, the Secretary shall make an adjustment to CMS payment policies to make up for the identified disparity.
As it relates to Oklahoma’s Third Congressional District, the RURAL HELP Act will help keep the following hospitals open by providing reimbursement parity with urban or suburban hospitals:
- AllianceHealth Woodward, Woodward County
- AllianceHealth Ponca City, Kay County
- Great Plains Regional Medical Center, Beckham County
- Jackson County Memorial Hospital, Jackson County
- AllianceHealth Clinton, Custer County
- Blackwell Regional Hospital, Kay County
- Stillwater Medical Center, Payne County
- Hillcrest Hospital Cushing, Payne County
- Stillwater Medical- Perry, Noble County
- Elkview General Hospital, Kiowa County

OSU Crop Marketing Specialist, Dr. Kim Anderson says Excitement is Starting to wane in the Commodity Markets
|
Oklahoma State University Extension Grains Market Analyst Dr. Kim Anderson talks about what is going on in the Wheat Markets weekly on SUNUP.
This week Dr. Anderson says the excitement with the prices is starting to go down a little bit, "You look at wheat prices, go back in February, you could forward contract for harvest delivery for $6.50 A bushel. Right now it's around $5.95 Something like that. Corn, you can forward contract harvest delivery $4.59 That's down from $4.70, So it's, 11 cents down not much there. Milo has went down from late March, $5.65 down to $5.56.
Nine cents there, so not much. Soybeans $11.73 For hardest delivered beans right now, down from $11.92. So you don't see much going on in the markets, I think wheat is more risk than the corn, Milo , and soybean prices, I think we may have support there, but they are probably going to wall and we may have support there they're probably going to wallow around. But Wheat, I think we still got some more downside pressure."

New Dietary Guidelines Say It's Okay to Give Beef to Infants And Toddlers
|
New dietary guidelines saying it’s okay to feed infants and toddlers beef is potentially a whole new market for the beef industry.
On Today’s Beef Buzz Radio Oklahoma Ag Network Farm I talk with Heather Buckmaster, executive director of the Oklahoma Beef Council, about those new guidelines.
This is the first time the dietary guidelines have provided recommendations for this age group, Buckmaster said.
The Oklahoma Beef Council (OBC) and the Washington State Beef Commission (WSBC) have launched a series of “whiteboard” explainer videos as part of a new national educational marketing campaign that helps educate parents on the importance of feeding babies beef as an early complementary food, Buckmaster said.
The campaign, directed by National Cattlemen’s Beef Association (NCBA), a contractor to the Beef Checkoff, is called “Beef in the Early Years," and is just the latest example of how the Beef Checkoff is leading the way when it comes to emerging science that shows introducing solid foods like beef to infants and toddlers helps them pack every bite with protein, iron, zinc, and choline, which are important for healthy growth and development.

Dairy cows with no Access to Outside Pasture may have Damaged Emotional wellbeing
|
Over the past year, we have been shown the psychological damage that lockdown can have on human wellbeing. New research led by Queen’s University Belfast has found that “livestock lockdown” may also damage emotional wellbeing in dairy cows. The research has been published in the Nature journal Scientific Reports.
In humans, negative moods are linked to pessimistic judgements about ambiguous stimuli, e.g., depression and anxiety sufferers tend to expect fewer positive outcomes in life. By contrast, happy emotions and moods are linked to more optimistic judgements.
This study is the first of its kind to investigate whether dairy cows also have this judgement bias, and whether optimistic judgements can be used as an indicator of psychological wellbeing, which is important for animal welfare.
Dr. Gareth Arnott, Senior Lecturer in Animal Behaviour and Welfare at Queen’s University and principal investigator on the research, explains: “Animal welfare scientists and dairy consumers have long been concerned that depriving dairy cattle of pasture access harms their welfare. Pasture access can promote natural behaviour, improve cows’ health, and cows given the choice spend most of their time outside. However, the effects of pasture access on dairy cows’ psychological wellbeing have been poorly understood - that is what our judgement bias study intended to measure.”

Rural Oklahoma is full of some of the greatest success stories throughout the entire state and is the main reason Oklahoma is on track to become a top 10 state.
The Road to Rural Prosperity will dive into these stories each week, bringing you insight into the great things happening in and to rural Oklahoma. We will bring you stories covering rural life, agriculture, energy, healthcare, tourism, and politics affecting rural America.
The Road to Rural Prosperity is here to tell stories about rural America, for rural America.
Host Ron Hays talks with Oklahoma Third District Congressman Frank Lucas about two recent pieces of legislation that he voted against- HR 1, the Democrat's Voting Rights Bill that would strip power away from the states on how to register and verify voters- and also the Budget Reconciliation Bill that the Biden Administration is calling the American Rescue Plan. Hays and Lucas also talked about confirmation of Tom Vilsack to be USDA Secretary- Lucas saying he is "relieved" that Vilsack was President Biden's choice to be Secretary.
Rep. Lucas also talked about the CFAP money that is being held up by the Biden USDA- saying that Congress offered explicit instructions on funds to be spent to compensate cattle producers who sold cattle at a loss April 15 thru May last year as COVID devastated the market.
The Congressman also talked about the groundwork ahead of a 2023 Farm Bill and what he is working on in the Science Committee to help research back on track after a year of dealing with the Pandemic.
