Congressman Frank Lucas Calls Contract Library Act of 2021 a Piece of the Puzzle to Help Producers
|
Some big news in the cattle world this week is the introduction of the Cattle Contract Library Act of 2021. On Wednesday, Oklahoma Congressman Frank Lucas joined Representatives Dusty Johnson and Henry Cuellar, as an original cosponsor of the bill. Yesterday, Radio Oklahoma Ag Network Director Ron Hays spoke with Lucas about the bipartisan bill.
“This actually is a continuing process that started in earnest after the Holcomb fire back in 2019,” Lucas said. “This is one of the pieces to try and bring more transparency to the process, so that everyone who is engaged in the beef cattle markets can have an accurate understanding of what is going on, to be able to defend themselves in a marketing decision and so consumers can have confidence in what is going on.
“By the way, this is something that the pork people have been doing for a while now,” Lucas said. “It is not like we are creating something brand new; we are expanding from the pork industry over to the cattle industry, what I think has helped."
Now, Lucas said Congress and cattle industry members are waiting on the Department of Justice’s Antitrust Division to finish an investigation into the potential market misconduct of the four largest meatpackers in the U.S., contributing to a persistent imbalance in the cattle markets.

Latest Drought Monitor Report Shows Drought Conditions Improve in Eastern Oklahoma
|
According to the latest U.S. Drought Monitor report, a large weather system resulted in widespread precipitation from the central Rockies to much of the Great Plains, improving drought conditions in the High Plains.
According to data as of Oct. 19, 2021, drought conditions improved in eastern Oklahoma. Although nearly 94% of the state is experiencing abnormally dry conditions or worse, moderate drought conditions decreased from 62% to 38%, severe drought conditions decreased from 19% to 10% and extreme drought conditions decreased from 1.52% to 0.77%. Despite improving conditions in the eastern half of the state, the Tulsa area continues to experience severe drought conditions. The western half of the state continues to be dry. Extreme drought conditions are still gripping areas in northwestern Oklahoma and the Panhandle, in Beaver, Cimarron, Harper and Woods counties.
The next five days are expected to bring little rain and temperatures are expected to be higher than normal for this time of year.

Texas AgriLife Economist Justin Benavidez Says 75% Measuring Improvement in Negotiated Trade

Yesterday, we sat down with Justin Benavidez, assistant professor and extension economist at Texas A&M University, to go over Benavidez’s analysis of the first three quarters of the 75% Plan’s debut year.
“The third quarter is sitting in a pretty good spot in terms of negotiated trade volumes per the 75% Plan,” Benavidez said. “Overall, negotiated trade is up quite a bit, with the bulk of that being in negotiated grid with negotiated cash standing about where it has been, with fluctuations depending on the week.”
Compared to the first two quarters of the year, Benavidez said third-quarter figures show U.S. cattle markets performed very well in terms of hitting negotiated trade thresholds each week.

Oklahoma Department of Commerce Announces Hiring of Agriculture Recruiter
|
The Oklahoma Department of Commerce has added an Agriculture recruiter to its Business Development team, helping the agency in its transition to sector-based recruitment of economic development projects. Sierra Simpson joins Commerce in
this new role.
Simpson is a fifth-generation farmer and rancher from Northwest Oklahoma, and an entrepreneur. She is an active member in multiple industry associations and a supporter of FFA and 4-H groups.
“Agriculture is a fundamental way of life for Oklahomans,” Simpson said. “I am excited for the opportunity to take on this new position and bring new opportunities for economic growth to rural communities and agriculture companies. Alongside our industry partners in the state, we can strengthen Oklahoma’s agriculture sector, support Oklahoma companies, recruit new business to the state and enhance our supply chain.”

OSU's Kim Anderson Looks at Grain Futures Prices in the Last Month
|
This week on SUNUP, Oklahoma State University Grain Marketing Specialist Kim Anderson gives an overview of what grain futures markets have been doing for the past month.
Starting with wheat, Anderson said prices bottomed out in early Sept. around $6.60, by Oct. 1 prices were up to $7.25. Since then, he said prices look to be moving sideways.
A month ago, corn prices were around $5.51 but began to fall on Sept. 8. Since then, he said prices have mostly been moving sideways, between $4.95 and $5.27.
According to Anderson, soybeans prices are independent of wheat and corn, increasing into Sept. and peaking Sept. 1 at $12.67. Since then, they have traded between $12.67 and $11.30, hitting the low on Oct. 13, he added.

OKFB State Resolutions Committee Reviews Grassroots Policy Proposals for 2022
|
Oklahoma Farm Bureau members from across the state gathered Oct. 19 - 20 in Oklahoma City to review, discuss and amend proposed policies to the organization’s grassroots 2022 policy book.
Farmers and ranchers from all 77 county organizations submitted policy resolutions, which were then sorted, amended and combined by the more than 40 members serving on the state resolutions committee. Policy proposals approved by the committee will move on to the full OKFB delegate body at the organization’s annual meeting Nov. 5-7.
One of the top issues farmers and ranchers discussed was the rapid expansion of the medical marijuana industry.
“This grassroots process is one of the fundamental parts of Farm Bureau,” Rodd Moesel, OKFB president, said. “There used to be a lot of grassroots organizations around the state, but there are not many left. Farm Bureau is proud to complete the grassroots work of our members.”
