Exceptional Drought Increases Across the State with a Chance of Storms in the Forecast
|
The greatest concentration of severe weather occurred on April 22 from South Dakota to northern Texas. In contrast, little or no precipitation fell during the week across the nation’s southwestern quadrant, leading to further drought intensification. As the drought-monitoring period ended (on the morning of April 26), a significant rain event was winding down across parts of southern and eastern Texas.
In Oklahoma:
Currently 11.03% of the state is in Exceptional Drought compared to 9.43% last week. 39.49% is in Extreme drought compared to 36% a week ago. 55.30% is in Severe Drought, 65.40 is in Moderate drought, 77.27% is Abnormally drought, and 22.73% of the state shows no drought conditions. One year ago we had no counties in Oklahoma with Exceptional Drought.
Click on the Map Graphic above to see more details of Oklahoma Drought Conditions as of Thursday morning.
Last night and throughout the morning several areas of the State received rainfall. In Beaver they received 1.84 inches of rain which is more than they've received in the previous 196 days combined! According to State Climatologist Gary McManus additional rain chances over the next week or so will give us the opportunity to really relieve some of these drought areas across parts of western OK. Maybe not everybody, but increased relief does appear possible as we go through early next week.

Don Schiefelbein tells U.S. House Ag Committee that Freedom to Market Matters
|
For the second day in a row, the cattle industry and cattle markets are in the spotlight in Congress. First on April 26, the Senate Committee, then yesterday, April 27, the House Agriculture Committee. One of the individuals testifying before the House Ag Committee was the president of the National Cattleman’s Beef Association, Don Schiefelbein.
The Senate hearing was focused on the Price Transparency Act being put forward by Deb Fischer and Charles Grassley from the Senate. The House was looking at the markets, but also the meat packers, but Schiefelbein said it was important that he got a word in about the Grassley-Fischer bill.
Schiefelbein said Freedom to market matters and has allowed cattle producers like himself to respond directly to consumer needs. If the government were to erode this freedom or completely take it away Schiefelbein said everyone suffers.
“Government, please stay out of our markets,” Schiefelbein said. “We mentioned earlier that the marketplace is an incredibly complex situation in agriculture. I don’t know if any of you recall the 1986 dairy buy-out when the government decided to put its finger into the marketing place. I was a victim of that. That was the most awful disruption of beef cattle prices in the history of the beef cattle industry.”

OSU's Kim Anderson says Crop Conditions are Worst We've had in the Past 20 Years
|
This week on SUNUP, Dr. Kim Anderson, Oklahoma State University Extension grain market economist. During this week’s edition, Anderson speaks on different factors influencing today’s grain markets.
“I think the lead story has got to be the wheat stocks,” Anderson said. “We came into the marketing year with tight stocks and especially for the exporters around the world and we had very strong demand.”
Then you’ve got the wheat crop conditions, Anderson said, which are influenced by the weather.
“We probably got the poorest crop conditions,” Anderson said. “Actually, I think they are the second-worst conditions we have had in probably the last 20 years.”
In the western half of the United States, Anderson said there is a drought, and in the eastern half there is too much rain, so nothing is progressing very well.
"Then, you look at Russia and Ukraine,” Anderson said. “I think the big news we have to watch is Russia’s wheat exports were lower this year. Their production is projected to be 250-300 million bushels above last year’s level.”

Tanner Beymer Says NCBA Pleased with Messages Delivered to Congress by Volunteer Cattle Leaders of the Group
|
After two days of hearings on the cattle markets, mandated cash cattle trade and the big four meat packers- I talked with Tanner Beymer, Senior Director for Government Affairs with the National Cattlemen's Beef Association about what he heard from the many hours of testimony that came from both the Senate Ag Committee and House Ag Committee hearings.
Beymer said he appreciated the questions raised by the ranking member of the Senate Ag Committee, John Boozman of Arkansas, about Senate Bill 4030 which has been revised multiple times by its authors, Senator Deb Fischer of Nebraska and Senator Charles Grassley of Iowa.
Senator Boozman quizzed the USDA officials testifying about how that might be implemented and seemed dissatisfied with their answers- Beymet says he thinks the doubts raised by Senator Boozman are really valid points.
Beymer says NCBA member Shawn Tiffany of Kansas offered strong arguments why the organization opposes the cattle trade mandates that are featured in the Grassley- Fischer Bill.
Beymer adds that when it comes to the meat packers- NCBA is taking a wait and see approach on their behavior and what might be done to make sure they aare playing fair with cattle producers until the Department of Justice reports on their investigation- he points out that Don Schiefelbein's testimony and later his answers to questions from the Senators both decried the slowness of the investigation by the DOJ by the Big Four Beef Packers.

Biden Administration Asks Congress for $33 Billion to Help Ukraine- Included is $500 Million for US Ag
|
The Biden administration is calling on Congress for $33 billion in additional support for the people of Ukraine, who are still struggling under the Russian attack. Included in that proposal is $500 million in domestic food production assistance.
The funds will support the increased production of U.S. food crops that are experiencing a global shortage due to the war in Ukraine, including wheat and soybeans. In a release from the White House, the administration says, “Through higher loan rates and crop insurance incentives, the request provides greater access to credit and lowers the risk for farmers growing these food commodities while lowering the cost for consumers.”
Additional funding will also allow the use of the Defense Production Act to expand domestic production of critical minerals and materials disrupted by the war in Ukraine. The administration says these proposals help address economic disruptions and reduce price pressures at home and around the world.
Chandler Goule with the National Association of Wheat Growers offers two thumbs up on help for wheat farmers. “We would like to see wheat production encouraged throughout the nation and incentivize both spring and winter wheat growers,” said NAWG CEO, Chandler Goule. “It is important that we take a holistic approach to ensure that we have an adequate supply of food crops to meet the emerging humanitarian needs. U.S. wheat farmers produce the best, highest quality wheat and should be supported during this time of global food insecurity.”
