One of the Big Five Beef Stories of 2010- Fighting Over the GIPSA Rule for the Marketing of Livestock

One of the Big Five Beef Stories of 2010- Fighting Over the GIPSA Rule for the Marketing of Livestock

Perhaps the biggest beef industry story of the year is the firestorm created by Dudley Butler at GIPSA with his proposal to radically change the way livestock is marketed in the United States. The so called GIPSA rule surfaced in June, 2010 and immediately created a furor over a relatively short comment period- and a lack of economic analysis that was tied to these proposed rule changes.

Many livestock groups immediately embraced the proposal- saying it should be enacted as is and as quickly as possible to save the independent livestock producer from ruin. Many livestock organizations expressed surprise at the sweeping nature of the rules- and called for more time to review the rules and submit comments. Congress joined in that call in July and USDA issued an extension for the comment period in a news release- pushing the window for comments open from August 22 to November 22 of this year.

We offer a bit of the flavor of the debate from June through November regarding the GIPSA rule on today's Beef Buzz. That includes comments from the USDA-DOJ workshop held in Ft. Collins in late August (you can see a picture of the Cowboy Hats that were participating in that meeting )With the comment period now ended- US Secretary Tom Vilsack has bowed to industry pressure and has called for an economic analysis of the rule by Chief Economist for USDA- Joe Glauber. That will push any final decision on what the GIPSA Marketing Rule might look like well into 2011.

Besides today's overview- here are links to a few of our earlier Beef Buzz shows that help you walk through the course of the year when it comes to the GIPSA Proposal.

After we reported the initial proposed rule in late June- we started doing stories on whether the comment period should be extended or not- for example -

Meanwhile- Republicans on House Ag Committee Call for Extension in Comment Period for GIPSA Rules

We had coverage of that hearing in by the House Ag Committee in July - House Ag Committee Roasts GIPSA Over Proposed Livestock Marketing Rule

Next came the extension from USDA- USDA and GIPSA Blink- Extending Comment Period on Revised Marketing Rules for Livestock by 90 Days

With the extension in place- the debate heated up- here are several of the stories linked that we did in July, August and September:

As People Read the Rule, Different Views of What It Says Emerge

As the comment period wound down- several livestock groups offered their own economic analysis and we reported on them:

GIPSA Rule Would Cost More Than a Billion Dollars if Implemented as Currently Written

Chicken Industry Providing Economic Analysis on GIPSA Rule Showing Billion Dollar Impact Over 5 Years to Broiler Business

Finally here in 2010, we saw USDA saying they will do a complete review of all of the 66,000 comments received- and that will include an economic analysis of the proposed rule-

NCBA Pleased with USDA Announcement of Cost Benefit Analysis on GIPSA Rule

This story still has legs- and it will continue to be one we follow well into 2011.

The Beef Buzz is a regular feature heard on radio stations around the state on the Radio Oklahoma Network- but is also a regular audio feature found on this website as well.
